THE NEW DEAL

In 1933, Roosevelt passed the Home Owners Loan Act (HOLA)--a federal move which would integrate a new sector called the Home Owners Loan Corporation (HOLC) dedicated to rearranging funds through the refinancing of mortgage responsibilities for homeowners at the brink of foreclosure.

The social and geographic engineering of racial stratification became politically explicit with Franklin D. Rosevelt’s New Deal programs. The racial ideologies of American discourse implicitly align with federal, state and local housing policy operations throughout FDR’s presidency.
